滩田开发与界域纠纷——清至民国时期苏皖老子山划界问题案例分析

摘　　要：受洪泽湖修建坝闸、湖水潴蓄等因素的影响,至迟到明代,今苏皖二省边界的老子山及其邻近地域空间格局大抵成形。咸丰年间黄河北徙后,老子山东部滩田涸出,随着土地整治和开发的深入,也隐含了边界两侧利益冲突的可能性。清河(淮阴)、盱眙两县围绕滩田划界问题展开了一场持续多年的拉锯战,争端的核心在于如何分配边界附近丰富的土地资源,久拖不决则与中央对省界纠纷事务的处理能力不足有关。界域纠纷反映出中国古代传统“山川形便”“犬牙交错”划界原则在山川演变导致滩田等利益变化情境下,国家和社会之间的互动关系。The Laozi Mountain on the boundary of two provinces of Jiangsu and Anhui and the neighboring field space formation have almost come into shape until the Ming Dynasty,that influenced by the factors of building dam and gate,water savings of Hongze Lake.After The Yellow River has migrated northwards during the year of Xianfeng period in the Qing Dynasty,the eastern field of Laozi Mountain has dried up,with the deepening of land governance and development,it also hides and contains the possibility of the benefit conflict of the two sides of the field.Concerning the problem of field boundary,the two counties of Qinghe(Huaiyin)and Xuyi has developed a seesaw battle which lasts for several years,and the kernel of the dispute lies in how to assign the affluent land resources near the boundary,and the state when it can not be solved for long concerns with the lack of handling ability of the dispute affairs of provincial boundary.The boundary dispute reflects that the national and social interaction relationship of Chinese ancient traditional boundary principle of“mountains and rivers serve as boundaries”,“administrative boundaries crisscross each other”under the situation that the evolution of mountain and river leads to the benefit changes of the field.
