摘 要:民用建筑碳排放在我国全社会总量占比为21.9%,准确掌握其能源消耗状况对该领域碳达峰期限预测、碳中和策略制定具有重要的现实意义。立足宏观和微观两个层面,以尊重国家统计数据权威性为前提,以明确数据应用价值为目标,对我国民用建筑运行能耗统计数据中的两项关键指标——总消耗量和单位消耗量开展误差分析方法的研究,以全国及部分地区能源消耗总量、公共机构建筑能耗强度为对象,通过运用统计学方法,识别、分析、改进、控制误差,系统解决了不同来源、层级能耗数据的量化质量特性表征及质量提升方案的问题,研究成果可为我国建筑节能领域的数据质量保障及数据有效合理利用提供方法支撑。The carbon emission of civil buildings accounts for about 21.9%of the total amount of the whole society in China.Accurately mastering their energy consumption is of great practical significance for carbon peak period prediction and carbon neutralization strategy formulation in this field.Based on the macro and micro levels,on the premise of respecting the authority of national statistical data and aiming at clarifying the application value of data,this paper studies the error analysis method of two key indicators in the statistical data of operating energy consumption of civil buildings in China:total consumption and unit consumption.Taking the total energy consumption of the whole country and regions and the building energy consumption intensity of public institutions as the object,this paper systematically solves the problems of quantitative quality characterization and quality improvement schemes of energy consumption data from different sources and levels by using statistical methods to identify,analyze,improve and control errors.The research results can provide method support for data quality assurance and effective and rational utilization in the field of building energy conservation in China.
