高水平对外开放下我国加大利用外资问题探析——兼谈当前的返程投资问题

摘　　要：以更大力度吸引和利用外资,是我国当前时期繁荣经济的重要任务。从最近几年情况看,我国利用外资呈现出3个突出特征,即整体投资额稳步增长,但是与美国的差距在最近几年呈现扩大趋势;利用外资的质量在逐步提升,但是区域分布不合理;最近几年部分行业内外资退出问题较以前突出。目前社会各界对利用外资相关真实性存在疑问,核心问题便是存在较大比重的返程投资问题,且这一问题在疫情期间可能加剧了,但是这不能否定我国利用外资情况向好的整体趋势。在我国高质量发展背景下,未来外资利用的重点领域主要在于鼓励外资企业在华设立研发机构以及加大研发投入、高新技术产业特别是战略性新兴产业相关投资、部分劳动密集型产业项目以及高技术服务业项目。要更好的利用外资,我国需要处理好提高国内大循环主体地位和提升国际大循环的关系、引进外资与对外直接投资的关系、国民待遇与政策优惠的关系以及国内外资发展环境与国际经济环境波动的关系。在政策建议方面,提出改变传统政绩观、创造有利于外资发展的舆论环境等几个建议。To attract and utilize foreign capital with greater efforts is an important task for China’s current economic prosperity.Seen from the situation in recent years,China’s utilization of foreign capital has shown three prominent characteristics,namely,the overall investment volume has increased steadily,but the gap with the United States has shown an expanding trend in recent years;the quality of foreign capital utilization is gradually improving,but the regional distribution is irrational;in recent years,the withdrawal of domestic and foreign capital in some industries has become more prominent than before.At present,all sectors of the society have doubts about the authenticity of the use of foreign capital.The core problem is that there is a large proportion of return investment,and this problem may be aggravated during the epidemic,but this cannot deny the overall trend of China’s use of foreign capital.In the context of China’s high-quality development,the key areas of foreign investment in the future are to encourage foreign enterprises to set up research and development institutions in China and increase investment in research and development,investment in high-tech industries,especially in strategic emerging industries,some labor-intensive industrial projects and high-tech service industry projects.In order to make better use of foreign capital,China needs to deal with the relationship between improving the main position of the domestic big circulation and promoting the international big circulation,the relationship between introducing foreign capital and foreign direct investment,the relationship between national treatment and policy preferences,and the relationship between the domestic and foreign investment development environment and the fluctuation of the international economic environment.
