摘  要:以中部六省为对象,将CRITIC赋权法引入灰靶模型形成改进模型,辨别科技创新能力的差异,并采用障碍度模型明晰各省科技创新能力的主要障碍因子。结果表明:准则层权重从大到小依次为科技创新环境、产出能力、投入能力和执行能力;2016-2020年科技创新能力缓慢提高,综合水平呈“V”字型发展,平均水平由高到底依次为湖北、河南、安徽、湖南、江西、山西;研究与发展人员全时当量、高新技术产品产值、科技创新普及专题活动数量和高新技术企业数量等指标是阻碍科技创新能力提升的重要因素。据此提出相关建议以促进地区经济的高质量发展。Taking the six central provinces as the research object,the CRITIC empowerment method was introduced into the gray target model to form an improved gray target model to identify the differences of science and technology innovation capacity,and the obstacle degree model was used to clarify the main obstacle factors of science and technology innovation capacity in each province.The results showed that the weights of the criterion layers are in descending order,STI environment,output capacity,input capacity and implementation capacity.Secondly,the science and technology innovation capacity of six central provinces slowly improved from 2016 to 2020,and the comprehensive level developed in a“V”shape.The average level from high to low was Hubei,Henan,Anhui,Hunan,Jiangxi,Shanxi province.Thirdly,the important factors that hindered the improvement of science and technology innovation capacity in the central region were the full-time equivalent of research and development personnel,the output value of high-tech products,the number of science and technology innovation popularization activities,and the number of high-tech enterprise.Accordingly,the proposal to enhance the scientific and technological innovation capacity of six central provinces was put forward with the aim of promoting the high-quality development of the regional economy.
