低碳导向下的国际CBD发展策略--以东京大丸有地区为例

摘　　要：我国城市目前正在积极探索实现“碳达峰”与“碳中和”的绿色发展之路,低碳理念成为影响中央商务区(CBD)经济活力和发展潜能的决定性因素。低碳实践能够塑造更好的营商环境,“实现全域低碳”也必将成为CBD区域吸引和留住头部企业、优秀人才的新课题和新挑战。以东京大手町·丸之内·有乐町地区(“大丸有地区”)国际中央商务区为例,本研究从区域用能、低碳建筑、可持续交通、生态环境以及区域管理等5个方面探讨低碳导向的国际中央商务区的现状和发展策略。在相似的高密度特征下,大丸有地区先进的实践经验能为进一步优化国内中央商务区碳中和路径提供思路。At present,Chinese cities are actively exploring the green development way of realizing"emission peak"and"carbon neutrality"Low-carbon has become the decisive factor af-fecting the economic vitality and development potential of the central business district(CBD).Low-carbon practices can shape a better business environment,and"achieving global low-carbon"will certainly become a new topic and challenge for CBD regions to attract and retain top enterprises and outstanding talents.Taking the International Central Business District of Otemachi,Marunouchi and Yurakucho area("Daimaru")in Tokyo as an example,this study discusses the current situation and development strategy of low-carbon oriented international central business district from five aspects,including regional energy use,low-carbon buildings,sustainable transportation,ecological environment and regional management.With similar high density characteristics,Daimaru has the advanced practical experience to provide ideas for further optimizing the carbon neutral path of central business districts in China.
