农村集体经济发展的困境与破解之策——基于湖南省“千村调研”数据

摘　　要：创新发展新型农村集体经济是全面深化农村基本经济制度改革,深入推进乡村振兴战略,实现农业农村现代化发展的重要路径。运用2021年湖南省“千村调研”数据,对湖南省农村集体经济发展情况进行客观、全面的分析,从村集体人才发展、村集体经济经营、村集体产业发展、农民参与村集体经济等四个方面,分析当下农村集体经济的发展现状,指出农村集体经济发展中普遍存在的缺乏专业技术人才、产业单一、市场竞争力不足、集体经济发展中政府作用效果不显、发展资金资源匮乏等困境。总结提炼出外部招商联合发展型、党建引领自主经营型、资金入股委托代管型、资产盘活带动发展型、农业旅游融合发展型等五种村集体经济发展典型模式,从强化人才支撑、大力推进产业融合发展、加大政府支持力度、加强基础设施建设、拓宽村集体创收渠道等方面提出推动农村集体经济持续健康发展的政策建议。The innovative development of the new rural collective economy is an important path to comprehensively deepen the reform of the basic rural economic system,further promote the rural revitalization strategy,and realize the modernization development of agriculture and rural areas.Base on the data of“Thousand Villages Survey”in Hunan Province in 2021,this paper makes an objective and comprehensive analysis of the development status of rural collective economy in Hunan Province,and analyzes the current situation of the development of rural collective economy from four aspects:the development of village collective talents,the management of village collective economy,the development of village collective industry,and the participation of farmers in village collective economy.It points out that there are many difficulties in the development of rural collective economy,such as the lack of professional and technical personnel,the single industry,the lack of market competitiveness,the insignificant effect of government function in the development of collective economy,and the short of development capital resources.This paper summarizes and extracts five typical models of village collective economic development,such as external investment joint development,party building leading independent operation,capital investment entrusting agency management,asset revitalization driving development,and agricultural tourism integration development,and puts forward policy suggestions to promote the sustainable and healthy development of rural collective economy from the aspects of strengthening talent support,vigorously promoting industrial integration development,increasing government support,strengthening infrastructure construction,and broadening village collective income-generating channel.
