民航产业推进世界城市建设的路径研究——基于成都市“双机场”的思考

摘　　要：一个城市内两个4F级机场的同时运营构成了航空运输的基础优势,为提升区域人员物资集散效率、民航产业链发展水平和城市对外交往能力提供了重要条件,成为提升城市发展能级、加速城市参与全球化发展的关键要素。在分析机场建设运营对城市发展作用机理的基础上,阐释了城市通过航空运输融入全球化发展的基础要素、动力机制和作用方向。基于成都“一市两场”航运基础、区位优势、产业基础和政策支撑,从机场运力、产业链布局、城市发展方面提出成都科学有效利用航空运输口岸的条件,强化国际航空枢纽构建、强化对外交往、建设更高水平世界城市的可行路径。The simultaneous operation of two 4F-level airports in one city constitutes the basic advantage of civil aviation transport industry,which provides important conditions for improvement of material distribution efficiency of regional personnel,the development level of civil aviation industry chain and the city’s ability of communicating with other countries.It has become a pivotal entry point for increasing the city’s development level and accelerating the city’s participation in global development.Based on the analysis of the mechanism of airport construction and operation on city development,this paper explains the basic elements,dynamic mechanism and direction of city’s integration into global development through civil aviation transport.According to the civil aviation transport foundation,location advantage,industrial basis and policy support from Chengdu’s“dual airports in one city”,this study proposes a feasible path for Chengdu to scientifically and effectively use the conditions of air transport ports,strengthen construction of international aviation hubs,develop foreign contact,and build a higher-level world city from the aspects of airport capacity,industrial chain layout and urban development.
