摘　　要：滇中地区是云南省经济最发达的地区,水资源短缺严重制约滇中地区的社会经济发展,为此经过周密筹划论证,国家批复了滇中引水工程自金沙江流域向滇中地区调水.滇中引水工程作为我国在建的最大水利工程,是国家水利基础设施建设的重要支撑,是国家水网之西南地区水网的骨干工程,是国务院确定的172项节水供水重大水利工程中的标志性工程.滇中引水工程影响巨大,通过合理的建设运营可从多层面对滇中地区的经济社会产生重大影响,因此本文在基于滇中引水工程不仅工期长、投资规模大,而且距离长、跨度广,施工条件复杂,涉及众多受水区的现实情况,探讨在保障工程顺利建成运营的同时,如何保证参与各方和社会公众的合理利益诉求,实现工程综合效益的最大化,并成为区域经济社会发展的重要推动力,在新时期云南省高质量发展中发挥滇中引水工程更大的价值.Central Yunnan is the most economically developed region in Yunnan Province,and the shortage of water resources seriously restricts the socio-economic development of central Yunnan.Therefore,after careful planning and demonstration,the state approved the Central Yunnan Water Diversion Project to transfer water from Jinsha River basin to central Yunnan.As the largest water conservancy project under construction in China,the Central Yunnan Water Diversion Project is an important support for national water conservancy infrastructure construction,a backbone project of the southwest water network of the national water network,and a landmark project among the 172 major water conservancy projects for water conservation and water supply determined by the State Council.The water diversion project in central Yunnan has a huge impact,which can have a significant impact on the economy and society of central Yunnan from multiple levels through reasonable construction and operation.Therefore,based on the reality that the water diversion project in central Yunnan has a long construction period,large investment scale,long distance,wide span,complex construction conditions,and involves many water receiving areas,this paper discusses how to ensure the smooth completion and operation of the project,How to ensure the reasonable interest demands of all parties involved and the public,maximize the comprehensive benefits of the project,and become an important driving force for regional economic and social development,so as to play a greater role in the high-quality development of Yunnan Province in the new era.
