基于层次分析法改进ABC分类法提升带量采购药品管理的实践

摘　　要：目的:探寻带量采购背景下药品分类管理的合理模式,进一步提升医疗机构带量采购药品管理的质量。方法:基于层次分析法对ABC分类管理模式进行改进,综合选择4个因素指标作为带量采购药品分类的准则:缺货影响程度、药品成本占用额、库存周转率和采购难度,构建层次模型,并计算出相应影响因素的权重,再根据权重出库金额将药品分为A、B、C 3类,为各类药品合理安排药品采购时间、频率、数量。比较运用改进的ABC分类管理模式前后的药品库存管理质量,计算药品周转时间、库存金额。结果:运用改进的ABC分类管理模式后的药品库存管理质量有所提高,药品周转时间、库存金额、缺货率等指标相较之前均有所降低。结论:带量采购背景下,基于层次分析法对ABC分类法进行改进,对于带量采购药品的库存管理有提升作用,同时该模式的改进更加科学全面,有利于保障药品供应,有助于药库的库存管理。OBJECTIVE To explore a reasonable mode of drug classification management under the background of volume-based procurement,and to further improve the quality of purchasing with quantity in medical institutions.METHODS The ABC classification management model was improved based on the analytic hierarchy process(AHP).Four factors were comprehensively selected as the classification criteria for drugs purchased with volume:the impact degree of out-of-stock,the amount of drug cost occupied,the inventory turnover rate and the difficulty of purchasing.Then the drugs were divided into three categories,A,B and C,according to the weight outbound amount,and the time,frequency and quantity of drug procurement were reasonably arranged for all kinds of drugs.The quality of drug inventory management before and after using the improved ABC classification management model was compared,and the drug turnover time and inventory amount were calculated.RESULTS After using the improved ABC classification management mode,the quality of drug inventory management was improved,and the drug turnover time,inventory amount,out of stock rate and other indicators were reduced compared with those before.CONCLUSION The improvement of ABC classification management mode based on AHP under the background of purchasing with quantity has a promotion effect on the inventory management of purchasing drugs with quantity.At the same time,the improvement of this mode is more scientific and comprehensive,which is conducive to ensuring drug supply and helping the inventory management of drug storehouses.
