从社区到片区:城市基层治理单元的拓展与提升——基于杭州市武林街道的个案研究

摘　　要：基层是社会治理现代化和城市治理现代化的基本单元,基层治理单元重构是创新基层社会治理机制、实现城市治理现代化的重要举措。杭州市武林街道作为地处城市核心区的基层管理单位,探索通过从社区到片区的治理单元改革,积极应对基层治理单元的行政化和现有社区治理的碎片化困境,通过完善协调机制、整合机制以及信任机制推进城市基层治理范围拓展、治理能级提升以及治理效能延伸。片区治理可以尝试通过协调、整合、信任等手段拓展片区治理单元的辐射能级,推进片区治理改革的要素重组,提高片区治理人员的责任意识,基本实现从“分”到“统”、从“面”到“片”的改革目标,缓解城市基层治理单元的过载化、一般化、碎片化难题。该做法的核心要义是综合提升城市片区治理单元的管理水平和服务效能,以达到城市治理融入城市发展进程、城市治理巩固城市发展成效的双效逻辑。Grassroots is the basic unit of social governance modernization and urban governance modernization.The reconstruction of the grassroots governance unit is an important measure to innovate the grassroots social governance mechanism and realize the modernization of urban governance.Wulin street of Hangzhou,as a grassroots management unit located in the core area of the city,explores the reform of governance units from the community to the district,actively responds to the administration of grassroots governance units and the fragmentation dilemma of existing community governance,and promotes the expansion of the scope of urban grassroots governance,the upgrading of governance level and the extension of governance effectiveness by improving the coordination mechanism,integration mechanism and trust mechanism.By means of coordination,integration and trust,district governance expands the radiation level of district governance units,promotes the reorganization of elements of district governance reform,enhances the responsibility consciousness of district governance personnel,basically realizes the reform goal from“division”to“unity”and from“surface”to“piece”,and alleviates the problems of overload,generalization and fragmentation of urban grassroots governance units.The core of this approach is to comprehensively improve the management level and service efficiency of urban area governance units,so as to achieve the dual effect logic of integrating urban governance into the process of urban development and consolidating the effect of urban development with urban governance.
