国家安全体系和能力现代化的内涵、特点及建设路径

摘　　要：国家安全体系和能力现代化对防范化解国家安全问题,满足人民日益增长的安全需要,特别是对全面建设社会主义现代化国家具有重要意义。国家安全体系和能力现代化是国家安全主体为防范化解国家安全问题,实现国家安全目标,推动国家安全体系和能力结构科学化、回应规范化、效能优化的过程。作为中国式现代化的重要组成部分,国家安全体系和能力现代化坚持总体国家安全观,具有以人民安全为宗旨、以维护政治安全为核心、统筹自身安全和共同安全等鲜明特色。坚持党的绝对领导、强化中央国家安全委员会的统合功能、加快国家安全人才队伍建设等是系统推进国家安全体系和能力现代化的有效途径。国家安全体系和能力现代化建设是系统性工程,需要全党全国人民艰苦努力方可实现。The modernization of national security system and capacity is of great significance to prevent and resolve national security problems, to meet the growing security needs of the people, and especially to promote the comprehensive construction of a modern socialist country. It is a process in which national security subjects aim to prevent and resolve national security problems, achieve national security objectives, and build national security system and capability with scientific design, standardized response and optimized efficiency. As an important part of China-style modernization, it follows an overall approach to national security, taking people’s security as its value orientation, and political security as its core, and coordinating its own security and common security. Upholding the absolute leadership of the Party, strengthening the integrated function of the National Security Commission of the CPC Central Committee, and training national security personnel are effective ways to build national security system and capacity. The modernization of the national security system and capacity is a systematic project that requires the hard work of the whole Party and the people.
