摘　　要：《中共中央国务院关于做好2023年全面推进乡村振兴重点工作的意见》(即中央一号文件,以下简称《意见》)已正式发布。这是2004年以来连续第20个以“三农”为主题的中央一号文件,提出要建设农业强国,发出重农强农的强烈信号。《意见》对渔业渔政的工作部署大幅增加,涵盖更广、举措更实,重点包含四方面内容。一是坚持把保障水产品供给作为渔业发展第一要务;二是坚持以养为主,保障水产品有效供给基本盘;三是坚持创新驱动,以技术创新提升发展质量,以经营管理创新增添发展动能;四是坚持绿色发展,养护水生生物资源,改善水域生态环境。《意见》关于渔业渔政工作的部署安排,体现了我国渔业强国建设的基本思路。The central authorities unveiled the closely watched"No.1 central document"for 2023.This is the 20th consecutive“No.1 central document”targeting on“agriculture,rural areas and farmers”since the new century,which proposes to build a powerful country in agriculture and sends a strong signal of emphasizing agriculture and strengthening agriculture.The document has significantly increased the deployment of fisheries industry and fisheries management,covering a wider range of areas and implementing more practical measures,with a focus on four aspects.The first is to ensuring the supply of aquatic products as the top priority for fisheries development.The second is to adhere to the principle of giving priority to nutrition and ensuring the effective supply of aquatic products as the basic plate.The third is to adhere to innovation driven,improve the quality of development through technological innovation,and add development momentum through business management innovation.The last is to adhere to green development,conserve aquatic biological resources,and improve the ecological environment of water bodies.The deployment and arrangement of this document on fishery and fishery administration work reflects the basic ideas of building a strong fishery country in China.
