摘　　要：国民政府省制变革是近代中国省制变革的重要阶段。1925—1931年间,经历广州(武汉)国民政府对省制的初步探索、南京国民政府初建时期和进入训政时期对省制的修订。广州(武汉)国民政府的省制颁布修订主由汪精卫为首的国民党左派来推行;而南京国民政府则依靠胡汉民派和蒋介石派,国民党其他派系也参与其中为自身争权谋利。政治派别在推行其主张时不同程度上都要依靠军事实力派来作为其后盾,而蒋派主要依靠自身军事实力。1932年前省制相关法律的颁布修订,集中在央地权力关系和省政府内部权力配置两方面,对省政府权力、省与中央关系、内部机构设置、职能运行和省区区划规定得越来越精确和细致,但同时也产生许多新问题。The provincial system reform of National Government is an important stage of the provincial system reform in modern China.From 1925 to 1931,it experienced the preliminary exploration of provincial system by the Guangzhou(Wuhan)National Government,and the revision of provincial system by the Nanjing National Government duringthe initial period and political training period.The promulgation and revision of the provincial system in Guangzhou(Wuhan)National government was mainly carried out by the leftist of the Kuomintang led by Wang Jingwei.The Nanjing National Government relied on the Hu Hanmin faction and the Chiang Kai-shek faction,and other Kuomintang factions also participated in the process to fight for their power and benefit.To varying degrees,political factions relied on military forces to support their propositions,while the Chiang faction mainly relied on its own military strength.The promulgation and revision related to provincial laws before 1932 focused on two aspacts:the relationship between central and local power,and the allocation of power within the provincial government.It has become increasingly precise and detailed in regulating the power of the provincial government,the relationship between the province and the central government,internal institutional settings,functional operations,and provincial zoning,but at the same time,it has also generated many new problems.
