我国个人养老金消费积累渠道的现实探索与未来展望

摘　　要：《个人养老金实施办法》的出台,为各类合规商业养老金融业务的发展提供了机遇。消费养老作为我国首先提出并展开探索的个人积累养老金模式,在“商家-消费者”供需关系框架下,体现了企业社会责任、利益相关者及心理账户等理论逻辑,形成了以类企业年金模式为主的运作方式,为参与者提供了一定水平的养老保障,但在返利形式与方式、税收政策支持、投资管理等方面存在风险点与发展断点。基于消费养老与个人养老金在资金属性、模式要素与制度互补等方面的共性特点,提出消费养老要回归到以个人为核心的发展路径,加强消费养老与个人养老金有机结合,建立个人养老金消费积累渠道,并在统一资金账户、打通相关制度主体数据对接、完善参与企业的税优政策等方面提出对策建议。The introduction of Implementation Measures for Personal Pension provided opportunities for the development of various compliant commercial ageing financial businesses.As the individual pension accumulation model firstly proposed and explored by China,consumption pension reflects the theoretical logic of corporate social responsibility,stakeholders and psychological accounts under the framework of the"business-consumer"supply and demand relationship,and forms an operating mode dominated by the model which is similar to enterprise annuity,providing a certain level of pension security for participants.However,in the form and mode of rebate,tax policy support and investment management,there are some risk points and development breakpoints.Based on the common characteristics of consumer pension and personal pension in terms of fund attributes,model elements,and institutional complementarity,it is proposed that consumer pension should return to the development path centered on individuals,strengthen the organic integration of consumer pension and personal pension,establish channels for personal pension consumption accumulation,and propose countermeasures and suggestions in unifying fund accounts,connecting relevant institutional data,and improving tax preferential policies for participating enterprises.
