美国社会保障总署的IT现代化分析

摘　　要：美国社会保障总署一直重视信息化建设,信息技术已成为社保总署为众多客户提供优质服务的推动者。2017年之前,社保总署不断对其旧有的技术进行更新,但是新技术在遗留系统中的操作成本是高昂的;同时具有遗留系统专业知识的工程师正加速从社保总署退休。2017年10月,社保总署发布了一份《IT现代化规划》。规划分五年完成,旨在用全新的业务系统取代旧系统。依照社保总署的业务范畴,2017年《IT现代化规划》划分为通信、伤残、TitleⅡ、TitleⅩⅥ、收入和枚举六个模块进行。经过多年的IT现代化努力,社保总署的整体服务效能得到极大提升。The Social Security Administration(SSA)in the United States has always attached great importance to information construction,and information technology has become a driver for SSA to provide high-quality services to numerous customers.Before 2017,the SSA continuously updated its old technology,but the operational costs of new technology in legacy systems were high,and engineers with specialized knowledge of legacy systems were accelerating their retirement from the SSA.In October 2017,the SSA released an“IT Modernization Plan”.The plan was to be completed in five years and aimed to replace the old system with a completely new business system.According to the SSA s business scope,the IT Modernization Plan 2017 was divided into six modules:Communications,Disability,TitleⅡ,TitleⅩⅥ,Earnings,and Enumeration.After years of IT modernization efforts,the overall service efficiency of the SSA has been greatly improved.
