摘 要:第二次世界大战后,伴随经济社会发展变迁,日本住房制度经历了从“住房自有”到“租购并举”的转型。本文梳理了日本租购并举住房制度的发展历程,发现日本在发展公团租赁住宅、完善租赁住房立法、培育房地产投资信托基金(REITs)市场、供给附带服务的老年租赁住宅等方面积累了一定经验,但日本低收入人群住房保障问题未得到妥善解决,值得深思。日本建立和完善租购并举住房制度的经验和教训对我国有一定启示。After World WarⅡ,with the changes in economic and social development,Japan s housing system underwent a transformation from“self-owned housing”to“both rental and purchase”.After reviewing the development process of a housing system that encourages both housing purchases and renting in Japan,it was found that Japan has accumulated some experiences in developing corporate rental housing,improving rental housing legislation,cultivating the real estate investment trusts(REITs)market,and providing elderly rental housing with ancillary services.However,the housing security problem for low-income groups in Japan has not been properly solved,which is worth pondering.The experience and lessons learned from Japan s establishment and improvement of a housing system that encourages both housing purchases and renting have certain implications for China.
