“两先区”建设推动辽宁沿海经济带协同发展机制及对策研究

摘　　要：当前,辽宁沿海经济带整体经济实力提升面临的关键环节与主要问题是如何促进区域内经济一体化、协同协作发展。文章在“两先区”建设背景下,首先,分析了大连“两先区”经济辐射能力及其影响因素。其次,从“两先区”建设角度出发,以辽宁沿海经济带收集的真实数据为基础,建立基于“两先区”建设的区域经济协同发展水平评价指标体系,从经济、社会和资源环境等三个系统来进行测算与评价。最后,基于第一部分的测算及评价结果,以及第二部分设计出的评价指标体系,提出“两先区”建设推动辽宁沿海经济带,区域内城市协同发展的对策建议。At present,the key link and main problem faced by the overall economic strength improvement of Liaoning coastal economic belt is how to promote regional economic integration and coordinated development.Under the background of the construction of the"two priority areas",this paper first analyzes the economic radiation capacity of Dalian's"two priority areas"and its influencing factors.Secondly,from the perspective of"two priority areas"construction,based on the real data collected by the Liaoning coastal economic belt,an evaluation index system for the level of regional economic coordinated development based on the"two priority areas"construction is established,which is calculated and evaluated from the three systems of economy,society,resources and environment.Finally,based on the calculation and evaluation results of the first part,and the evaluation index system designed in the second part,the paper puts forward the countermeasures and suggestions for the construction of"two priority areas"to promote the coordinated development of Liaoning coastal economic belt and cities in the region.
