摘　　要：以新疆阿勒泰地区典型区域哈巴河县为研究对象,对区域的水问题现状进行分析,开展“生产—生活—生态”三生空间功能融合(即“三生融合”)的区域协调发展研究,重点探讨哈巴河县实现生态环境和经济社会良性协调发展的水平衡调控策略,将水资源与绿色产业发展、生态小城镇景城一体建设、居民生活品质综合提升等有机融合,以促进水与城镇、农业、生态、文明和谐发展,形成人与自然和谐共生的生态文明格局。研究对新疆干旱半干旱区域水平衡发展具有重要的借鉴意义。This study takes Habahe County,a typical region in the Altay region of Xinjiang,as the research object to analyze the current water issues.The study focuses on“production-life-ecology spatial function integration”to explore strategies for achieving water balance for healthy and coordinated development of eco-environment,economy,and society in Habahe County.The study integrates water resources with the development of green industries,the construction of ecological small towns and scenic cities,and the enhancement of the well-being of local people.The aim is to promote the harmonious development of water with cities,agriculture,ecology,and civilization,and to form an ecological civilization pattern of harmonious coexistence between people and nature.This study has reference value for achieving water balance in arid and semi-arid regions of Xinjiang.
