摘　　要：黄河文化内涵丰富,深入挖掘其蕴含的时代价值,讲好“黄河故事”,才能真正把中华民族的根和魂守护好、发展好。从核心区域、时间历程、表现形式三个方面对黄河文化的定义和范畴进行阐述。立足新时期黄河流域高质量发展需要,建议流域管理机构强化管理、社会、宣传三方面职能,发挥在黄河文化保护传承弘扬中的核心作用;流域科研机构找准三个角色定位,通过打造“智河”文化“七个一工程”,夯实黄河智库支撑力量,为黄河流域生态保护和高质量发展提供文化咨询和决策建议。The Yellow River culture is rich in content.In order to truly protect and develop the“root and soul”of the Chinese nation,it is necessary to deeply explore its era value and tell the“Yellow River story”well.This paper elaborates on the definition and scope of the Yellow River culture from three aspects:core region,time course,and manifestation.Based on the need for high-quality development in the Yellow River basin in the new era,it is recommended that the river basin management organization strengthen its functions in management,society,and publicity,and play a core role in the protection,inheritance,and promotion of the Yellow River culture.Scientific research institutions in the river basin should identify their roles,strengthen the support of the Yellow River think tank by building the“seven-one”project of“smart river”culture,and provide cultural consultation and decision-making suggestions for the ecological protection and high-quality development of the Yellow River basin.
