摘  要:在集体经营性建设用地入市的背景下,空间规划需要面临权属与用途、保护与发展、公平与效益、规模与布局等挑战。村庄规划作为重要的依据之一,在现状认知、用地布局、用途管控、支撑体系、实施引导等环节都需要做好衔接。文章基于南京市溧水区东屏街道长乐、丽山、白鹿村庄规划的实践探索,围绕集体经营性建设用地“布多少、布哪里、如何管”三个核心问题,提出基于利益平衡的总量测算、多因素评价优化空间布局、符合乡村特征的管控指标等村庄规划响应策略,探索面向集体经营性建设用地入市的村庄规划思路。In the process of bringing collective operating construction land to the market,spatial planning must add ress challenges such as ownership and usage,protection and development,fai rness and efficiency,and scale and layout.Village planning,as one of the important planning bases,needs to be well connected in terms of awareness,land use layout,land use control,supporting system,and implementation guidance.Based on the practical exploration of the planning of Changle,Lishan and Bailu villages in Dongping Street of Lishui District in Nanjing,this paper focuses on three core issues:how much collective operating construction land to allocate,where to allocate it,and how to manage it,and proposes village planning response strategies,such as total amount measurement based on interest balance,spatial distribution based on land value,and index determination oriented to planning management.The paper explores village planning ideas for the market demand of collective operating land.
