摘　　要：全面建成社会主义现代化强国、实现第二个百年奋斗目标,需要增强创新对国家发展的战略支撑。在中国式现代化新征程中,创新创业要为实现高水平科技自立自强提供重要推动力,为构建双循环新发展格局提供重要支撑,为实现碳达峰碳中和目标和维护人民生命健康发挥重要保障。在全面建设社会主义现代化国家新征程上,由于提出了更高的经济发展目标,世界进入新的动荡变革期,全球高科技产业发展可能进入衰退期,融资难和体制机制障碍等依然存在,使创新创业面临新老问题交织的挑战。未来应从实施新时代科教兴国战略引导社会稳预期强信心,加强政策评估督查和统筹协调,加大财政投入,加快科技人才流动与激励和创新载体平台建设,建立创业就业协同一体制度,深入推进科技体制改革和营商环境改革等综合施策,推进创新创业深入发展。To achieve the second centenary goal of building a modern socialist power,it is necessary to en-hance the strategic support of innovation for national development.In the new journey of modernization,inno-vation and entrepreneurship need to provide an important driving force for achieving self-reliance and self-re-liance in high-level science and technology,provide important support for building a new double-cycle devel-opment pattern,and play an important supporting and leading role in coping with the strategic goal of carbon peak and carbon neutrality and protecting people’s life and health.Innovation and entrepreneurship are facing the challenge of a complex situation of new and old problems,including higher economic development goals,a new period of turbulence and change around the world,a recession period for the development of the global world,and existing finance difficulties and institutional obstacles.In the future,we should implement the strategy of rejuvenating the country through science and education in the new era to guide the society to stabi-lize expectations and strengthen confidence,strengthen policy evaluation,supervision and coordination,in-crease financial input and support,strengthen the flow and incentive of scientific and technological talents and the construction of innovation carrier platforms,establish a coordinated system of entrepreneurship and employ-ment,deepen the reform of the scientific and technological system and the business environment,and compre-hensively implement policies to promote the in-depth development of innovation and entrepreneurship.
