摘　　要：民机质量治理是民机产业高质量发展的关键,也是确保民航运输安全的关键,同时民机产业作为民航运输的关键上游产业,直接影响着航空公司的运营成本,影响着民航业的竞争力和国家形象地位。从宏观层面的政府部门组织架构及职责、中观层面的质量提升政策、微观层面的适航审定管理维度,对民机制造强国美国、欧洲以及俄罗斯的民机质量治理进行分析,并结合我国政府民机质量治理进行经验借鉴和政策建议,以期助力我国国产民机产业高质量发展。The civil aircraft quality governance is the key to the high-quality development of the civil aircraft industry,and also the key to ensure the safety of civil aviation transportation.At the same time,the civil aircraft industry,as the key upstream industry of civil aviation transportation,directly affects the operating costs of airlines,the competitiveness of the civil aviation industry and the national image.From the organizational structure and responsibilities of the government departments at the macro level,the quality improvement policies at the meso level,and the airworthiness certification management at the micro level,this paper analyzes the civil aircraft quality governance of the United States,Europe,and Russia,which are strong civil aircraft manufacturers,and combines the experience of our government's civil aircraft quality governance with policy recommendations to help improve the quality of domestic civil aircraft.
