低保制度覆盖率、瞄准效率与基层政府治理能力主观评价

摘　　要：本文基于CFPS微观调查数据,构建了2010年和2014年中国村居层面低保制度覆盖率及瞄准偏误指标,考察低保制度覆盖和瞄准偏误对农民主观评价农村基层政府现代治理能力的影响。结果表明,(1)村居低保制度覆盖率的扩大会显著增加农民对基层政府工作能力的肯定,但是随着低保瞄准偏误的增加,农民对基层政府工作能力的评价下降。(2)异质性分析发现,大姓占比越高、经济发展越落后、村委会选举比例越高的村庄,农民对于政府政策实施过程中不公的反应更加强烈。此外,濒临贫困线边缘群体对低保制度覆盖率和低保瞄准偏误的敏感性最高,存在“酸葡萄效应”。(3)机制分析发现农民对低保分配方案的公平感知显著影响了其对基层政府及其代理人工作绩效的认可。Based on the CFPS micro-survey data,this paper constructs China's village-level subsistence allowances system coverage and targeting bias indicators of 2010 and 2014,and examines the impact of SAS coverage and targeting bias on farmers' subjective evaluation of the work performance of the grassroots government.The results show that:(1)The expansion of the coverage of the village's SAS will significantly increase farmers' evaluation of the work performance of the grassroots government.However,with the increase in the targeting bias of the SAS,farmers' evaluation of the work performance of the grassroots government has declined.(2)The heterogeneity analysis find that the higher the proportion of common surnames,the lower the economic development,and the higher the proportion of village committee elections,farmers have a stronger reaction to injustice in the implementation of government policies.In addition,groups on the edge of poverty line have the highest sensitivity to the coverage of the SAS and the bias in the targeting of the SAS.(3)Mechanism analysis finds that farmers' perception of fairness in the SAS distribution plan significantly affected their recognition of the work performance of the grassroots government.
