新一轮退耕还林规模的收入效应研究——基于还经济林、生态林农户调查的实证分析

摘　　要：在新一轮退耕还林补助项目到期之际,分析农户现有新一轮退耕规模的收入效应对下一步中国退耕还林政策调整与完善具有重要意义。本文基于赣南、鄂北地区农户调查数据,运用均值回归和分位数回归方法分析了新一轮退耕还林规模对农户收入的影响。研究发现,新一轮退耕还经济林、生态林规模对农户收入效应表现出差异:还经济林规模与农户收入增速之间存在线性正向关系,并更有利于高收入农户;还生态林规模与农户收入增速之间呈现倒U型关系,户均退耕规模拐点为9.70亩,在各收入群体中均存在倒U型关系,且表现出益贫性。不同的政策参与强度下还林类型对农户收入的影响不同。当前新形势下,退耕还林工程建设在大规模扩张方面存在实践层面的挑战,需要转变发展方式,推动退耕还林高质量、可持续发展,同时向经营多元化、功能多样化和综合效益方向转变。对于农户而言,需要综合考虑耕地生产力、家庭资源禀赋后选择合适的退耕规模和林种才能更好发挥政策的增收效应。The New Round of Sloping Land Conversion Program is coming to an end,and to analyze the income effect of the scale of the New Round of Sloping Land Conversion Program on rural households has an important significance to perfect the Program.Based on rural household surveys in south Jiangxi and north Hubei provinces,this paper empirically explores the income effect of the scale of the New Round of Sloping Land Conversion Program on rural households by methods of ordinary least squares(OLS) and quantile regression(QR).The results shows that the scale of the New Round of Sloping Land Conversion Program has different effects on rural household income among forest types.There is a linear positive relationship between the scale of cash trees and the growth rate of household income,but there are differences among different income groups,which can be characterized by “benefiting the rich”.There exists an inverted U-shaped relationship between the scale of forest for public benefits(non-cash trees) and the growth rate of household income,and the inflection point of per household is 9.70 mu There is an inverted U-shaped relationship among all income groups,and it shows “benefiting the poor”.This study also finds that under different policy participation intensity,selecting cash tree or forest for public benefits shows significant differences in the income effect.At present,the New Round of Sloping Land Conversion Program has practical difficulties in large-scale expansion,and it is necessary to change the mode to promote high-quality and sustainable development,and transform to multi-function and multi-benefit.For rural households,it is necessary to select a type of trees and the scale after considering the crop land productivity and family resource endowment in order to better exert the income-enhancing effects.
