替代性食物体系治理策略研究——基于比利时鲁汶的治理经验与启示

摘　　要：替代性食物体系是应对传统工业化农业带来的环境与社会危机,促进城市碳中和转型的创新型食物系统模式,其出现为城市食物体系治理和土地供给提出了新要求。国内现有食物体系治理与规划的相关研究主要聚焦在传统食物体系层面,对致力于实现可持续发展和社会公平的替代性实践关注不足。结合全球范围内的已有替代性做法,从参与者网络和空间实体网络两个维度构建了替代性食物体系的治理框架。基于比利时鲁汶的替代性食物体系演变、治理转型和替代性实践项目经验,提出中国式替代性食物体系网络建设、多元化空间利用与创新型土地供给、包容性制度环境支持等建议,以促进具有中国特色的替代性食物体系发展。Alternative food networks(AFNs) have emerged in response to the environmental and social crisis of traditional industrial agriculture,and are an important contributor to the carbon-neutral transition of cities.Existing domestic research on food system governance and planning focuses on the traditional food system,with insufficient attention to alternative practices that work towards sustainable development and social equity.It has created new requirements for urban food governance and agricultural land supply.This paper constructs a governance framework for AFNs based on existing practices in the global context.Based on the development of AFNs in Leuven,Belgium,and the experience in conducting alternative practice projects,this paper proposes suggestions for the Chinese context to development AFNs,including network construction,diversified space utilization and innovative land supply,and inclusive institutional environment support.
