摘  要:容积率奖励与转移是土地集约高效利用的重要工具,推动城市更新和轨道交通TOD的发展。从经济学视角重新审视容积率奖励与转移的内涵、演进和作用机理。针对我国推进容积率奖励与转移的问题与困境,提出应将容积率由传统的刚性限制指标改变为引导和鼓励的指导性指标;特大城市应重视大型车站综合体的开发,打造高密度的站街站区一体化示范工程;应划定轨道交通TOD特别开发区域,分区域落实容积率奖励措施;推进容积率奖励与转移法治化建设,避免其成为权力设租与寻租的工具。Floor Area Ratio(FAR) bonus and transfer are important tools for intensive and efficient use of land,promoting urban regeneration and the development of rail transit TOD.This paper re-examines the connotation,evolution and mechanism of the FAR bonus and transfer from the perspective of economics.In view of the problems and dilemmas of promoting the FAR bonus and transfer in China,we proposed that the FAR should be changed from the traditional rigid restriction index to a guiding index that guides and encourages.Megacities attach importance to the development of large-scale station complexes,and build high-density station-street-station-area integration demonstration projects.Special development areas for rail transit TOD should be demarcated,and incentive measures for plot ratio should be implemented in different regions.Promote the legalization of floor area ratio incentives and transfers to prevent them from becoming a tool for power-setting and rent-seeking.
