发挥国家自然科学基金联合基金“四个平台”作用健全基础研究多元投入机制  

Give Play to the Role of the“Four Platforms”of the Joint Funds of NSFC,Improve the Diversified Input Mechanism for Basic Research

摘　　要：加强问题和需求导向的基础研究、加快构建科技多元投入格局已成为当前我国科技事业的重点工作之一。经过多年探索实践,联合基金已经成为国家自然科学基金引导和整合社会资源投入基础研究开展协同创新的有效路径。文章系统分析了新时期国家自然科学基金联合基金在联合地方政府、行业部门和企业进行多元投入、需求导向、开放协作和成果贯通等方面发挥的“四个平台”作用。在分析联合基金发展过程中面临的形势与挑战的基础上,提出了通过强化组织实施管理,更好地发挥国家自然科学基金遴选优秀“答卷人”的作用,鼓励联合资助方成为“出题人”“阅卷人”,以进一步提升联合基金资助效能。Strengthening basic research oriented by problems and needs and accelerating the construction of a diversified investment pattern in science and technology have become one of the key tasks of China's science and technology undertakings.After years of exploration and practice,the Joint Funds have become an effective way for the National Natural Science Foundation of China(NSFC)to guide and integrate social resources into basic research and carry out collaborative innovation.This paper systematically analyzes the role of the NSFC Joint Funds in uniting local governments,industry departments and enterprises to carry out diversified investment,demand orientation,open collaboration and achievement integration in the new era.On the basis of analyzing the situation and challenges faced in the development of the Joint Funds,it is proposed to better play the role of the NSFC in selecting outstanding“respondents”and encourage the co-funders to become“questioner”and“examiners”by strengthening the organization and implementation management,so as to further improve the funding efficiency of the Joint Funds.
