摘  要:边境地区是推进“一带一路”倡议的重要建设平台,同时也是新型城镇化建设的重要组成部分。青藏高原边境地区有3个国际性口岸、3个双边性口岸和300多个贸易通道,推动边境口岸贸易与城镇互动发展是富民兴藏的必然选择。文章探讨了青藏高原边境地区岸城互动发展模式及岸城互动在不同空间尺度的区域发展的影响,得出以下结论:(1)青藏高原边境地区的岸城互动发展模式分为边缘节点、区域联通和国际节点三种,将6个重要口岸建设成我国南亚通道和国际贸易枢纽对青藏高原区域的高质量发展具有重要作用。(2)岸城互动具有层级性、非对称性、竞争性、敏感性、战略性、尺度性等特征,这是推动岸城互动发展的重要基础。(3)岸城互动对不同空间尺度的影响不同,既要关注对边境地区社会经济和城镇化的带动作用,又要重视对区域和国家国际贸易和开放格局的战略影响。最后提出青藏高原边境地区岸城互动的发展,应着力解决邻国关系建设、口岸基础设施建设、新型城镇化建设以及特色产业发展等问题。Border areas are an important platform for advancing the Belt and Road Initiative and an important part of new urbanization. There are three international ports,three bilateral ports and more than 300 trade channels in the border areas of the Qinghai-Tibet Plateau. It is an inevitable choice to promote the interactive development of trade between border ports and cities to enrich the people and bring prosperity to Tibet. This paper discusses the interactive development mode of cities in the border region of the Qinghai-Tibet Plateau and its impact on regional development at different scales,and draws the following conclusions: 1) The interactive development model of port-city in the border area of the QinghaiTibet Plateau can be divided into three types: marginal nodes, regional connectivity and international nodes. The construction of six important ports into South Asia passage and international trade hubs is of great importance to the highquality development of the Qinghai-Tibet Plateau region. 2) Port-city interaction has the characteristics of hierarchy,asymmetry,competitiveness,sensitivity,strategy and scale,which is the prerequisite for promoting the development of portcity interaction. 3) The impact of port-city interaction on different spatial scales is different. It should not only pay attention to the driving role of social economy and urbanization in border areas, but also pay attention to the strategic impact on regional and national international trade and opening pattern. Finally, it is suggested that the development of port-city interaction in the border areas of the Qinghai-Tibet Plateau should focus on the construction of relations between neighboring countries, port infrastructure construction, new urbanization construction and the development of characteristic industries.
