国土空间规划视角下区域旅游空间结构识别与规划路径

摘　　要：在我国空间规划体系改革背景下,树立底线思维、集约高效开发已成为社会发展的共识。旅游空间结构作为旅游专项规划的重要成果之一,呈现出重概念、轻落位,重发展、轻管控的特征,在空间用途管制、资源约束利用等诸多方面都难以与国土空间规划有效衔接。文章以普洱市为例,提出“底线确定—本底分析—结构识别”的旅游空间结构识别路径,结合“三区三线”成果,完成旅游“底线—约束性”评价;结合旅游开发潜力及生态保护重要性评价,完成旅游“本底—适宜性”评价;再通过判断矩阵综合划定普洱市旅游主体功能区。在此基础上,采用中心力指标、GIS空间分析法及定性分析法,实现旅游空间节点确定、旅游发展轴线组织及旅游功能区划分;最后,构建普洱市“三核、八心、六轴、四片区”的旅游空间结构,形成一套旅游空间结构识别的集成技术方法,为国土空间规划视角下的旅游空间结构规划提供新思路。In the context of China's spatial planning system reform,it has become a consensus of social development to establish the bottom line thinking and carry out intensive development. As one of the important achievements of tourism planning, tourism spatial structure shows the characteristics of valuing concepts over implementation, emphasizing development over management,so that it cannot be effectively matched with territorial spatial planning in many aspects,such as land use control and resources constrained utilization,and so forth. Firstly,this study takes Pu'er as the research object, follows the recognition path of tourism spatial structure which is "bottom line determination-background evaluation-structure recognition",and completes the evaluation of "bottom line-constraint" of tourism combining with the demarcation results of "three regions and three lines". Based on the evaluation of the tourism development potential and the importance of ecological protection in Pu'er, this study analyzes the tourism background and the tourism suitability.Secondly, this study delineates the tourism major function oriented zoning by the judgment matrix. On the basis of the above, this study defines the tourism spatial nodes, the organization of tourism development axes and the division of tourism functional areas using the methods of central force index,GIS spatial analysis and qualitative analysis. In the last,this study optimizes the tourism spatial structure of Pu'er into "three cores, eight centers, six axes, and four districts",forming a set of integrated technical methods for the optimization of tourism spatial structure, in hope of providing planning ideas for the tourism spatial structure from the perspective of territorial spatial planning.
