摘　　要：利用新口径地方政府债务数据和工业用地出让微观数据,检验地方政府债务扩张对土地资源空间配置的影响效应及其作用机制。结果表明:地方政府债务的无序扩张导致了行业层面的土地资源配置呈现空间分散化趋势,这意味着生产的地理集中度下降,而地区间“以地引资”竞争是导致此种空间扭曲效应的主要机制;以上影响在重点产业和财政分权度较高的地区表现更明显。未来应规范地方政府的举债融资行为和土地供给行为,提高土地供给的市场化水平和配置效率,促进经济高质量发展。This paper empirically tests the effect and mechanism of the expansion of local government debt on the spatial allocation of land resources by using the new data of local government debt and the micro data of industrial land transfer.The results show that the disordered expansion of local government debt leads to the decentralization of the spatial allocation of land resources meaning that the geographical concentration of production decreases,while the inter-regional competition to attract investment with land is the main mechanism leading to this spatial distortion effect.The above effects are more prominent in key industries and regions with higher degree of fiscal decentralization.In the future,the debt-financing behavior and land supply behavior of local governments should be standardized,the marketization level and allocation efficiency of land supply should be improved,and the high-quality economic development should be promoted.
