支持型嵌入的三重机制:社会组织如何通过资源支持嵌入政府

摘　　要：嵌入政府是社会组织在当前制度和资源环境中的重要发展策略。既有研究主要关注社会组织根据政府需求进行的适配型嵌入,对社会组织主动向政府提供资源支持进而嵌入政府的现象缺乏讨论。基于A市Z基金会的个案研究发现,具有突出自主意识和专业能力的社会组织会主动发现政府需求,设法抓住机会向政府提供资源支持以满足其需求,并在这一过程中通过联合行动、信息传递和信任生产三重机制对政府进行关系嵌入。支持型嵌入体现了社会组织主体性的成长及其带来的政府与社会组织关系新变化,但也存在需要加以防范的风险,政府需要加强对政府与社会组织互动关系的管理,将与社会组织的合作建立在公开、公平、公正的基础上。Embedding government is an important development strategy of social organizations under the current system and resource environment.Existing studies mainly focus on the adaptive embedding of social organizations according to the needs of the government,and there is a lack of discussion on the phenomenon of social organizations actively providing resource support to the government and then embedding them.Based on the case study of Z foundation in A city,it is found that social organizations will seize the opportunity to provide resource support to the government actively,and embed the government through three mechanisms:joint action,information transmission and trust production.Supportive embedding is the product of social organizations actively influencing the government under the condition of increasing autonomy and professional ability,reflecting new changes in the relationship between the government and social organizations,but there are also risks that need to be prevented.
