摘 要:“对内搞活”和“对外开放”是事关三线企业调整改造成功的关键。宁夏三线企业长城机床铸造厂历经扩大企业自主权、技术引进与外资利用三个阶段,从一家计划经济体制下连年亏损的工厂逐渐成长为世界一流的机床铸造商。这一案例证明,改革开放是三线企业走出困境的唯一出路。该厂辩证看待区位劣势、用好三线建设提供的技术与人力资源支持、保持企业与政府的良性互动等经验对于我们反思三线企业的发展历程也具有重要价值。Invigorating the domestic market and opening to the outside world are the key to the success or failure of the Third Front Construction Enterprises(TFCE)in the adjustment and transformation.The Chang Cheng Machine Tool Foundry,a TFCE in Ningxia,had gone through three stages of expanding enterprise autonomy,technology introduction and foreign funds utilization,which had made it gradually grow from a loss making factory under the planned economic system to a world-class machine tool foundry.This example of case had proved that reform and opening up was the only way out for the TFCE.Keeping dialectical view of location disadvantages,making good use of the technical and human resources support provided by the Third Front Construction,and keeping the effective interaction between enterprises and the government are of great value for us to reflect on the development process of the TFCE.
