基于熵权法的城市韧性评估及障碍因子诊断——以河南省为例

摘　　要：以河南省18个省辖市为研究对象,通过构建河南省城市韧性水平评估指标体系,测度2004-2019年河南省城市韧性水平,分析其时空分异与演变,并引入障碍度模型诊断其障碍因子及障碍度.结果表明:(1)研究时段内河南省城市韧性水平总体得分以及经济韧性、社会韧性、生态韧性和工程韧性4个子系统得分均呈现出上升趋势;(2)在研究时段内河南省城市韧性水平的总体差异呈缩小的趋势;(3)中西部地区逐渐形成以高水平、中高水平为主的连绵分布区,东部和南部地区则形成以低水平、中低水平为主的连绵分布区;(4)河南省城市韧性水平的空间集聚效应呈现先减弱再逐渐增强的趋势;(5)子系统对河南省城市韧性水平的障碍度显著强度:工程韧性子系统>社会韧性子系统>经济韧性子系统>生态韧性子系统.实证研究结果可为河南省城市规划与实现城市可持续发展的政策制定提供有力支撑.Taking 18 provincial cities in Henan Province as the research object,the urban resilience level of Henan Province from 2004 to 2019 was measured by constructing an index system for evaluating the urban resilience level of Henan Province.Its spatial and temporal divergence and evolution were analyzed,and an obstacle degree model was used to diagnose its obstacle factors and obstacle degree.The results show that:①The overall score of urban resilience level of Henan Province during the study period and the four subsystems of economic resilience,social resilience,ecological resilience and engineering resilience show the rising trend;②The overall difference of urban resilience level in Henan Province tends to decrease during the study period;②The central and western regions gradually form a contiguous distribution area with high and medium high levels,while the eastern and southern regions form a contiguous distribution area with low and medium low levels;②The spatial clustering effect of urban resilience level in Henan Province tends to first weaken and then gradually increase.The spatial agglomeration effect of urban resilience level in Henan Province shows a trend of first weakening and then gradually increasing;②The significant strength of subsystem obstacles to urban resilience level in Henan Province:Engineering resilience subsystem>social resilience subsystem>economic resilience subsystem>ecological resilience subsystem.The results of the empirical study can provide strong support for urban planning and policy formulation to achieve sustainable urban development in Henan Province.
