基于动态监测的安徽省紧密型县域医共体建设分析

摘　　要：目的评价安徽省紧密型县域医共体的建设成效,提出策略优化建议。方法基于安徽省卫健委信息平台获取紧密型医共体第一批试点县动态监测结果,在皖北、皖中和皖南地区选择3个、2个和2个试点县,共计7个试点县为分析对象,基于监测数据进行统计描述分析。结果2019—2021年,样本地区县域内就诊率分别为76.9%、79.3%、77.0%,牵头医院Ⅲ级及以上手术占比分别为61.2%、65.9%、67.3%;2020年,89.7%的乡镇卫生院具备开展外科手术能力,94.3%具备开展“50+N”种疾病诊疗能力;2021年,乡镇卫生院均落实“事业一类保障、二类绩效管理”政策。结论尽管医共体牵头医院及基层医疗卫生机构服务能力有所改善,但县域整体服务能力变化不显著。Objective To evaluate the effectiveness of the construction of compact county medical community in Anhui province,and to put forward suggestions for strategy optimization.Methods The dynamic monitoring results of the first batch of pilot counties constructing the compact medical community were obtained based on the information platform of Anhui provincial health commission.A total of 7 pilot counties in north Anhui(3),middle Anhui(2)and south Anhui(2)were selected as analysis objects.The statistical description and analysis were conducted based on the monitoring data.Results From 2019 to 2021,the outpatient rates within the county were 76.9%,79.3%and 77.0%,respectively.The proportion of III-level or above surgeries in leading hospitals were 61.2%,65.9%and 67.3%,respectively.Up date to 2020,89.7 percent of township health centers were capable of performing surgical operations,and 94.3 percent were capable of diagnosing and treating“50+N”diseases.In 2021,township health centers will implement the policy of“first-class enterprise guarantee and second-class performance management”.Conclusions Although the service capacity of the leading hospitals of the medical community and the grassroots medical and health institutions has improved,the overall service capacity of the county has not changed significantly.
