摘 要:政府R&D经费区域分布非均衡是不争的事实,且政府R&D经费投入由于具有外部性特征,在配置过程中对邻近地区将会产生一定的空间溢出效应,对此,基于新功能主义的理论观点,将政府R&D经费投入空间溢出效应的传导渠道划分为政治性空间溢出和功能性空间溢出,详细阐述这两种溢出效应的产生过程和形成机理;在此基础上,利用空间计量模型对我国30个省份2009—2018年的数据进行实证检验,考察政府R&D经费投入的政治性和功能性两种空间溢出效应传导渠道。实证结果表明:第一,政府R&D经费投入对邻近地区政府R&D经费投入表现出显著的正向促进作用,即政府R&D经费投入的政治性溢出效应得到了检验;同时,地区基础设施条件及研发人员规模的扩大均有助于提升政府R&D经费资助规模,而财政分权的影响不显著。第二,政府R&D经费投入对邻近地区的技术创新产出表现出显著的正向促进作用,即政府R&D经费投入的功能性溢出效应得到了检验;企业R&D经费的投入同样有效地促进了技术创新产出。最后,围绕上述结论,提出优化政府R&D经费空间配置、推动并完善区域协同创新的对策及建议。Aiming at the fact of unbalanced of regional distribution of government and the externality of government RD investment that will produce a certain spatial spillover effect on neighboring areas in the allocation process,from the perspective of neofunctionalism theory,this paper divides the transmission channels of the spatial spillover effect of government RD funding into political and functional spatial spillover,and elaborates their generation process and formation mechanism.On this basis,use the spatial econometric model to conduct an empirical test on the data of 30 provinces in China from 2009 to 2018,to examine the political and functional transmission channels of the spatial spillover effect of government RD funding.The results show that:first,government RD funding has a significant positive effect on government RD funding in neighboring regions,that is,the political spillover effect of government RD funding has been verified;the expansion of regional infrastructure conditions and the scale of RD personnel is helpful for larger scale of government RD funding,while the impact of fiscal decentralization is not significant.Second,government RD funding has a significant positive effect on technological innovation output in adjacent regions,that is,the functional spillover effect of government RD funding has been verified.The enterprise RD funding also effectively promotes technological innovation output.Finally,it puts forward countermeasures and suggestions for optimizing the spatial allocation of government RD funds,and promoting and improving regional collaborative innovation.
