对新美国安全中心技术与安全领域的跟踪研究与借鉴启示

摘　　要：新美国安全中心(CNAS)是一家专注于国家安全的美国智库,在公共政策影响方面表现优异,对美国决策层具有广泛影响。围绕CNAS在2017—2021年发布的研究报告中有关技术与国家安全方面的研究,分析总结其研究重点及政策建议,以把握全球科技创新战略的关注点。研究发现:CNAS主要开展区域和主题两大类研究,聚焦于探索新兴技术及其相关挑战,包括国防科技、国家科技战略、技术联盟、人工智能与全球安全和5G安全等领域;重视科技的驱动作用,认为研发是竞争力的源泉,同时强调人才是创新的基石,提出不但要发展美国科技劳动力,也要留住国际人才;此外,还关注技术的安全性,建议要加强安全投资,通过建立标准和规范最大限度地降低科技带来的风险。由此,为中国科技智库的发展和研究提供的借鉴和启示包括:重视发展前沿科技,促进企业加大研发投资和加强国际研发合作,营造吸引和培养人才的良好氛围,积极参与国际合作,并时刻保持对美国科技的关注以及对全球科技发展的持续跟踪,加强技术预见。The Center for a New American Security(CNAS) is an American think tank focusing on national security with an outstanding performance in public policy impact and extensive influence on decision-making in the US.Based on the research report on technology and national security released by CNAS from 2017 to 2021,this paper analyzes and summarizes its research focus and policy recommendations,in order to grasp the focus of global scientific and technological innovation strategies.The research has found that CNAS mainly conducts regional and thematic research,focusing on emerging technologies and related challenges,including defense technology,national science and technology strategies,technology alliances,artificial intelligence and global security,as well as 5G security;Emphasizing the driving role of technology,believing that RD is the source of competitiveness;Emphasizing that talent is the cornerstone of innovation,and proposing to not only develop the US technology workforce,but also retain international talent.In addition,attention is also paid to the security of technology,and it is recommended to strengthen security investment and minimize the technology risks by establishing standards and norms.From this,the reference and inspiration provided for the development and research of Chinese think tanks include:valuing the development of cutting-edge technology,promoting enterprises to increase RD investment and strengthening international RD cooperation,creating a good atmosphere for attracting and cultivating talents,actively participating in international cooperation,and always paying attention to American technology and continuous tracking of global technological development,and strengthening technology foresight.
