摘　　要：[目的/意义]近年来,政府数据开放已成为我国数字化发展战略顶层设计的重要组成部分,探究政府数据开放中数据安全的影响因素有利于提升政府数据安全治理能力。[方法/过程]依据技术-组织-环境(TOE)框架与已有文献研究,初步构建政府数据开放中数据安全影响因素模型,并基于广东省21个地市级政府案例,运用csQCA定性比较分析法进行实证研究。[结果/结论]经济水平、法律政策和技术保障是构成数据安全的充分条件;推动数据开放安全建设存在四条组合路径,即技术驱动型、环境主导型、压力驱动型和全面驱动型;在特定客观条件下,组织维度中的法律政策和领导重视条件发挥着2-3个条件组合的协同作用。[Purpose/Significance]In recent years,government data opening has become an important part of the top-level design of digital development strategy in China.Exploring the influence factors of data security in government data developing is conducive to improving the governance ability of government data security.[Method/Process]Based on the technology-organization-environment(TOE)framework and existing literature research,a model of influence factors of data security in government data opening was preliminarily constructed.Based on 21 cases of prefectural and municipal governments in Guangdong Province,the csQCA qualitative comparative analysis method was used for empirical research.[Result/Conclusion]Economic level,legal policy and technical guarantee are sufficient conditions for data security.There are four combined paths to promote the construction of data development and security,that is,technology-driven,environment-driven,pressure-driven and comprehensively driven.Under specific objective conditions,the legal policies and the conditions that leaders attach importance to in the organizational dimension play a synergistic role in the combination of 2-3 conditions.
