草根NGO参与环保公益的行动策略研究——以“身份-角色-关系”为视角

摘　　要：从“身份-角色-关系”视角出发,草根NGO参与环保公益面临着基于草根身份的财政、权力和社会资源困境,基于公共管理外部监督者角色与草根身份错配导致的外部关系困境。通过借力施压、借力打力、选择性激励等方式,实现不同主体间环环相扣的利益传导机制,打破草根NGO与政府、企业、社会和NGO同盟的关系“魔咒”,实现与政府“从博弈到伙伴”、与企业“从对手到朋友”、与公众“从陌路到同路”、与其他NGO组织“从同行到同盟”的关系转变,是草根NGO克服身份、角色与关系困境,以弱势地位撬动优势力量,积极参与环保公益行动的重要途径。From the perspective of “identity-role-relationship”,grass-roots NGOs' participation in environmental protection and public welfare is faced with financial,power,social resource dilemmas based on grass-roots identity,role dilemmas based on external supervisors of public management,and external relationship dilemmas caused by the mismatch between identity dilemmas and role dilemmas.By means of pressure,force and selective incentives,we can realize the interconnected benefit transmission mechanism between different subjects,break the “magic spell” of the relationship between grass-roots NGOs and the government,enterprises,society and NGO alliances,and realize the transformation of the relationship from “game to partner” with the government,from “opponent to friend” with enterprises,from “stranger to the same road” with the masses,and from “peer to alliance” with other NGOs.It is an important way for grass-roots NGOs to overcome the dilemma of identity,role and relationship,leverage the dominant forces with a weak position,and actively participate in environmental public welfare actions.
