摘 要:深度伪造是通过机器学习创建的最新类型的虚假信息,具有高度的人类真实感。这种技术增强了恶意行为者参与破坏公共安全的能力,成为威胁公共安全的一个新的重要因素。深度伪造安全风险表现为对个人、组织和国家等广泛的目标主体以及社会各个领域的工具性、发展性、观念性和关系性威胁。目前我国对深度伪造的治理是以包容性监管为基础,提倡发展与治理并重。但该治理策略不足以应对深度伪造带来的威胁,迫切需要鼓励科技企业开发深度伪造检测技术,压实行为人的法律责任,推动公私协作,发挥市场作用,深化国际安全共享,加强媒体的舆论引导,推动多元化部门协同治理来优化深度伪造的治理机制。Deepfake is a new type of fake information created by machine learning.It can fake a human image that highly resembles a real human.Deepfake technology reinforces the power of a malicious actor to do harm to public security and has become a major new threat to public security.The security risk posed by deepfake is a hazard to a broad target or subject,including individuals,organizations,and states;it is also a threat to the instrumentality,development,perceptibility,and relationship of every social domain.Currently,the governance of deepfake in China features an inclusive regulation,attaching equal importance to development and governance.But the current strategies are inadequate to cope with the threat of deepfake.For a better governance,it is an urgent need to encourage sci-tech enterprises to develop deepfake related discriminating technologies and specify the legal liability of deepfake perpetrators.To optimize the governance mechanism of deepfake risk prevention,the public and the private should collaborate,the market should work as a leverage,international security sharing should be deepened,the guidance of public opinion on media should be strengthened,and a diversified departmental collaboration should be promoted.
