摘　　要：土地承包经营权流转是三农问题的核心内容,部分地区为加快土地资源建设,在农村土地承包经营权流转过程中不断地探索。实施土地承包经营权流转有效地提高了农村土地资源的利用率,更有利于实现我国农业生产的规模化发展,对于我国现代化农业建设具有重要意义。有效解决土地承包经营权流转过程中存在的问题可最大程度提升农民的经济利益,确保农村土地的科学利用,实现农业产业化规模化发展,解决农村土地承包经营权流转过程中存在的法律问题,建立完善的法律法规,是解决问题的关键。The circulation of land contractual management right is the key issue of agriculture,rural areas and farmers in China.To speed up the construction of land resources,some regions have made continuous exploration on the circulation of rural land contractual management right.The implementation of land circulation can eff ectively improve the utilization rate of rural land resources,and is more conducive to the large-scale development of agricultural production in China,and is of great signifi cance to the construction of modern agriculture in China.Eff ectively solving the problems existing in the transfer of land contractual management rights can maximize farmers’economic interests,ensure the scientifi c use of rural land and realize the large-scale development of agricultural industrialization.The key to solve the problem is to establish perfect laws and regulations.
