谈以“理性杜骗”方法提高公安涉骗案件新闻宣传实效

摘　　要：公安机关对涉骗案件进行新闻宣传的目的是防范诈骗犯罪。从明代的《杜骗新书》开始我国就有了这种专门针对骗术的防范性的新闻宣传。为了适应诈骗案件的不断演化,对诈骗案件应以新的方法——理性杜骗,展开公安新闻宣传。本文以诈骗本体为研究对象在归纳各类诈骗行为的基础上,对古今诈骗案例进行归纳分析,分析在诈骗活动的不同环节诈骗本体的行为模式,引导公众理性认识诈骗行为,识骗防骗。总结诈骗犯罪的变化规律,为公安机关防控和打击诈骗犯罪活动提供专业性的建议,以理性杜骗的方法加强公安涉骗案件新闻宣传的实效。The purpose of the public security organs to publicize the cases involving fraud is to prevent fraud.Since the Ming Dynasty's New Book"Prevent Being Deceived",China has had this kind of news propaganda specifically aimed at the prevention of deception.In order to adapt to the constant changes of fraud cases,we should use a new method to prevent fraud rationally and spread public security news publicity.In this paper,the fraud ontology as the research object in the induction of various kinds of fraud on the basis of inductive analysis of ancient and modern fraud cases,analysis in the fraud activities of different links of the fraud ontology behavior pattern,to guide the public rational understanding of fraud behavior,understanding fraud to prevent fraud.Summarize the changing rules of fraud crimes,provide professional suggestions for the public security organs to prevent and control and crack down on fraud activities,and strengthen the effectiveness of the public security news publicity involving fraud cases with a rational method of preventing fraud.
