摘　　要：本文剖析研发要素流动促进经济高质量发展的机制,构建空间计量模型,收集2007—2020年我国30个省、自治区、直辖市的研发要素流动、科技创新能力与经济高质量发展的相关数据,实证分析研发要素流动对经济高质量发展的影响效应及其异质性大小。发现:(1)研发要素流动显著提升科技创新能力,科技创新能力(成果转化)显著促进经济高质量发展,研发要素流动显著促进经济高质量发展。(2)研发要素流动通过直接效应、间接效应、总效应促进经济高质量发展;研发人员流动的三种效应均大于研发资本流动。(3)研发要素流动对经济高质量发展呈现异质性影响:研发人员流动对东部地区的总效应最大、西部次之、中部最小;研发资本流动对西部地区的总效应最大、东部地区次之、中部地区最小。在此基础上,提出有效促进经济高质量发展的针对性建议。This paper analyzes the black box of the mechanism of R&D factor flow to promote high-quality economic development,builds a spatial econometric model,and collects relevant data on R&D factor flow,technological innovation capability,and high-quality economic development in 30 provinces,municipalities,and autonomous regions in china from 2007 to 2020.Analyze the impact and heterogeneity of the flow of R&D factors on high-quality economic development.The results show that:(1)The flow of R&D factors significantly improves the ability of scientific and technological innovation,Technological innovation capability(transformation of achievements)significantly promotes high-quality economic development t,and the flow of R&D factors significantly promotes high-quality economic development.(2)The flow of R&D factors promotes high-quality economic development through direct effects,indirect effects,and total effects;the three effects of R&D personnel flow are greater than R&D capital flows.(3)The flow of R&D factors has a heterogeneous impact on high-quality economic development:the flow of R&D personnel has the largest total effect on the eastern region,followed by the western region and the central region;the total effect of R&D capital flow on the western region is the largest,followed by the eastern region,followed by The central region is the smallest.Based on this,the paper put forward targeted suggestions to effectively promote high-quality economic development.
