高校图书馆知识产权信息服务科研立项的实践与探索

摘　　要：知识产权信息服务能为高校科研立项阶段提供可靠助力。通过对高校知识产权信息服务现状中专利基础服务、传统业务革新、技术分析服务和专利资源导航进行分析,针对科研立项阶段的特性,提出目标需求(Why)-分析服务(How)-提供决策(What)-效果反馈(Feedback)一体化的环状循环知识产权信息服务模式。研究以某大学材料学院某课题组科研立项阶段的知识产权信息服务的实践案例进行可行性分析表明,知识产权信息服务模式有助于课题组找到选题突破口,有效提高立项评估的通过率。最后提出改善现有服务理念、加强服务宣传;优化现有服务、丰富服务类型;增进馆院沟通、重视人员培养;完善管理机制、加大硬件投入等实施建议,从而提高知识产权信息服务质量。Intellectual property service provides great support for research at university,which is becoming the future service of university libraries.Based on the characteristic of establishment of scientific research projects,a circular intellectual property service model integrating objective Requirement(Why)-Analysis and Services(How)-Providing Advice(What)-Effect Feedback(Feedback)is proposed via analysis of the current situations of patent basic service,traditional business innovation,technology analysis service and patent resource navigation.The feasibility analysis based on the practical case of intellectual property service of a research group at a materials college shows that the patent information service mode is helpful for the research group to find a breakthrough in research topic selection,and improve the passing rate of project evaluation.Finally,suggestions such as updating service concept,strengthening service publicity,optimizing existing services,enriching service types,enhancing communication between libraries and academies,attaching importance to personnel training,improving management mechanism and increasing hardware investment were proposed for improvement the quality of intellectual property service.
