跨层级视角下政府开放数据系统的多重耦合聚类研究

摘　　要：[目的/意义]梳理政府开放数据的跨层级耦合聚类特征,有助于促进政府开放数据的协同,实现数据要素价值赋能和提升,促进数字经济和数字社会发展。[方法/过程]划分政府开放数据系统的子系统和要素,厘清系统耦合机理,构建政府开放数据系统的耦合模型;建立耦合模型的指标体系,借鉴物理学科的测算方法,设定政府开放数据系统的耦合函数方程;基于119个政府开放数据网站,进行耦合度测度及耦合协调度评价,分析政府开放数据系统的跨层级聚类结构。[结果/结论]政府开放数据系统跨层级结构包括省级、副省级、地市级、县区级,各层级平台的耦合聚类数分别为3、3、4、2类,其中山东等平台具有跨层级的耦合性和协同性,对于构建一体化政务平台具有参考价值。[Purpose/significance]This paper combs the cross-level coupling clustering characteristics of government open data,which is helpful to promote the synergy of government open data,enable and enhance the value of data elements,and promote the development of digital economy and society.[Method/process]First,this paper divides the coupling subsystem and elements of government open data,clarifies the data coupling mechanism,and constructs the coupling model of government open data system.Secondly,we build the index system of the coupling model,draw on the measurement method of the physics discipline,and set the coupling function equation of the government open data system.Finally,based on 119 government open data platform websites,this paper conducts coupling degree measurement and coordination degree evaluation,and analyzes the cross hierarchical clustering structure of government open data system.[Result/conclusion]The cross hierarchical structure of government open data includes four levels:provincial level,sub provincial level,prefecture level and county/district level.The coupling clustering results of platform data at all levels are respectively 3,3,4 and 2 categories.Among them,Shandong and other platforms have cross level coupling and collaboration,which has reference value for building an integrated government platform.
