论中国共产党文化强国建设的历史脉络、核心内涵与实现路径

摘　　要：习近平总书记在党的二十大报告中明确提出建设社会主义文化强国。文化强国是崛起的世界大国的表征与必然,新的时代、新的任务、新的目标为我们指明了新的发展方向,绘制了文化强国建设的宏伟蓝图。要实现这一战略目标,首先必须明白建设文化强国的逻辑起点与目标指向,阐明其思想渊源、内涵指涉、实现路径与理念价值。研究在厘清中国共产党从文化救国、文化立国、文化兴国到文化强国的百年文化观演进的历史脉络上,指出文化强国建设是党对社会主义先进文化探索的一脉相承的延续和升华,继而从学理的角度阐释中国式现代化文化强国建设的核心内涵与时代特征,阐明中国特色社会主义文化的本质和核心是民族的科学的大众的三个界定与面向现代化、面向世界、面向未来的三个面向,并以逻辑推演新时代文化强国建设在意识形态、双创建设、文化体制改革、公共文化服务体系和文化产业体系以及对外传播等领域的具体路径。在理念价值上文化强国建设对内确认中华民族整体意识与国家认同,提升中华民族凝聚力和国家软实力,对外是构建“人类命运共同体”价值观实践的“中国范本”,是中国文明迈向世界舞台中央,引领世界文明的伟大历史征程。General Secretary Xi Jinping of the CPC Central Committee explicitly proposed the strategy of building China into a culturally powerful socialist country in the Report to the 20th National Congress of the Communist Party of China.A culturally powerful country is the manifestation and necessity of a rising world power.The new era,new tasks and new goals have orientated us to a new development orientation with a grand blueprint for the construction of a culturally powerful country.To realize this strategic goal,we must first understand the logical starting point and target orientation of building a culturally powerful country,and clarify its ideological origin,implications,realization approaches and conceptual value.By clarifying the historical context of the evolution of the century-old cultural view of the Communist Party of China from the focus of saving the country through cultural approaches,building the country through cultural approaches,revitalizing the country through cultural approaches to that of building a culturally powerful country,this paper points out that the construction of a culturally powerful country is the continuity and sublimation of the Party’s lasting exploration of advanced socialist culture,and theoretically interprets the core implications and epochal characteristics of the construction of China into a modern and culturally powerful country.This paper expounds the essential implications of socialist culture with Chinese characteristics that are related to the definitions of the three concepts“ethnicity,scientificality and the public”,and the three aspects geared to modernization,the world and the future,and also related to the logical assumption of the concrete approaches to the construction of a culturally powerful country in the new era in the fields of ideology,the two focuses of entrepreneurship and innovation,the reform of the cultural system,the public cultural service system,the cultural industry system as well as international communication.In terms of conceptual value,the
