摘　　要：医疗联合体文化作为推动医疗联合体高质量发展的灵魂,当前处于非平衡态,无法充分发挥引领作用,凝聚精神合力。基于协同理论,从外部-内部协同以及横向-纵向协同2个维度构建医疗联合体文化建设协同机制,实现政府、社会、公众的外部力量与医疗联合体内部各级医疗机构之间的协同与合作,促进医疗联合体文化建设由被动进行到主动参与,由表层合作到深度融合,推动动态环境下医疗联合体文化系统的持续优化。并提出以转变政府职能为关键点、发挥文化引领为着力点、完善队伍建设为生长点、鼓励各方参与为核心点以及利用数字技术为辅助手段的医疗联合体文化建设路径。As the soul of promoting the high-quality development of medical consortiums,the culture of medical consortiums is currently in an imbalanced state and unable to give full play to the leading role and spiritual force.Based on the synergy theory,this paper constructs the synergy mechanism of cultural construction of medical consortiums from two dimensions of external-internal synergy and horizontal-vertical synergy,to realize the synergy and cooperation between external forces of the government,society and the public and medical institutions at all levels within medical consortiums.This paper promotes the cultural construction of medical consortiums from passive to active participation,from surface cooperation to deep integration,and promotes the continuous optimization of the cultural system of medical consortiums in the dynamic environment.This paper also puts forward the path of cultural construction of medical consortiums with the transformation of government functions as the key point,cultural guidance as the focus,the improvement of team as the growth point,the encouragement of participation as the core point and the use of digital technology as the auxiliary means.
