温州洞头渔港经济区建设的SWOT-PEST分析与对策研究

摘　　要：2018年,国家发展和改革委员会与农业农村部联合发布了《全国沿海渔港建设规划(2018-2025年)》(以下简称《规划》),渔港经济区正式在国家层面提出。洞头渔港经济区被列入《规划》之中。洞头渔港经济区的建设发展是当地渔业渔区振兴的关键依托,是我国推进海洋经济转型升级的战略选择。通过实地调研和整合研究相关文献,运用SWOT-PEST模型分析法,全方位分析了影响洞头渔港经济区建设的诸多要素,进一步明确其建设路径,最后从统一建设共识、加强组织领导、实施创新驱动、强化政策支持、科学规划布局、增强协同动能、坚持绿色发展和贯彻生态优先等方面提出可行性对策建议。In 2018,the National Development and Reform Commission and the Ministry of Agriculture and Rural Development jointly released the National Coastal Fishing Port Construction Plan(2018-2025)(hereinafter referred to as the Plan),and the fishing port economic zone was officially proposed at the national level.The Dongtou Fishing Port Economic Zone is included in the Plan.The construction and development of the Dongtou Fishing Port Economic Zone is a key support for the revitalization of the local fishery and fishing areas,and a strategic choice for China to promote the transformation and upgrading of the marine economy.Through field research and integrated study of relevant literatures,this paper uses the SWOT-PEST model analysis method to analyze the many factors affecting the construction of the Dongtou Fishing Port Economic Zone,further clarify its construction path,analyze the economic,social and ecological benefits that the completion of the Fishing Port Economic Zone will bring to Dongtou District,and finally,from unifying the construction consensus,strengthening the organization and leadership,implementing innovation-driven,strengthening policy support,Finally,it puts forward feasible countermeasures and suggestions in terms of unifying construction consensus,strengthening organizational leadership,implementing innovation,strengthening policy support,scientific planning and layout,enhancing synergy,adhering to green development and implementing ecological priority.
