摘　　要：在国家大力推动共同富裕、实施乡村振兴战略以及新型电力系统转型升级的大背景下,加快缩小城乡配电网差距的需求迫在眉睫。为实现城乡配电网整体高质量发展,提出一套有助于城乡配电网同质化发展的评价体系及其应用方法。首先,从“夯实物理电网”“提供优质供电服务”2个方面出发构建城乡配电网同质化发展框架体系;然后,分别采用层次分析法及SMART原则、CRITIC算法制定城乡配电网同质化评价指标体系和指标权重,并提出基于九宫格的策略矩阵;最后,将该评价体系应用于沿海某省份,结果表明该评价体系能客观评价各区县城乡配电网同质化发展水平,指导城乡配电网同质化发展策略的制定,夯实城乡一体的物理电网、提供均等高质的供电服务。Under the background of vigorously promoting common prosperity,implementing the Rural Revitalization Strategy and the transformation and upgrading of new power system,it is urgent to speed up the narrowing of the gap between urban and rural distribution networks.In order to realize the overall high-quality development of urban and rural distribution networks,a set of evaluation system and application methods that are conducive to the homogenization development of urban and rural distribution networks are proposed.First of all,from the two aspects of"consolidating the physical power grid and providing high-quality power supply services",we build a framework system for the homogeneous development of urban and rural distribution networks.Then,the SMART principle and CRITIC algorithm are applied to formulate the evaluation index system and index weight of urban and rural distribution network homogenization,and a strategy matrix based on three-by-three grids is proposed.Finally,the evaluation system is applied to a coastal province,and the results show that the evaluation system can objectively evaluate the development level of urban and rural distribution network homogenization in all districts and counties,guide the formulation of the development strategy of urban and rural distribution network homogenization,and realize the integrated development of urban and rural physical power grids and the equal and high quality of power supply services.
