摘 要:目的分析湖南、湖北两省2000—2019年慢性病防治人力资源配置的适宜程度和慢性病防治效果指标的适宜程度及其之间的关系。方法系统收集湘鄂两省与慢性病防治人力资源配置及慢性病防治效果相关的政策文件及研究文献,量化评价人力资源配置适宜程度和慢性病防治效果指标的适宜程度。运用秩和检验分析两省各指标的差异,运用Spearman秩相关系数法分析和线性回归分析研究二者之间的关系。结果湖南省慢性病人力资源配置适宜程度从2006年的0.00%上升至2019年的53.58%,湖北省从2005年的0.00%上升至2019年的57.02%。湖北省在慢性病人力资源的规模适宜程度(Z=-2.743,P<0.01)、能力胜任程度(Z=-2.204,P<0.05)、有效激励程度(Z=-2.156,P<0.05)和综合适宜程度(Z=-2.780,P<0.01)上都高于湖南省。人力资源配置综合适宜程度、规模适宜程度、能力胜任程度、有效激励程度和收入水平适宜程度与慢性病防治效果呈显著正相关,湖南省人力指标相关系数分别为0.700,0.725,0.725,0.865,0.865,湖北省人力指标相关系数分别为0.855,0.525,0.690,0.904,0.807。结论两省慢性病人力资源配置适宜程度逐年提升,湖北省优于湖南省,但与一流标准相比仍有差距。人力资源配置适宜程度对慢性病防治效果有显著促进作用。应进一步加强人力资源建设,扩大慢性病防治人员规模,提高人员素质,并建立科学有效的激励机制。Objective To analyze the suitability of human resource allocation for chronic diseases and the suitability of effect indicators for chronic disease prevention and treatment and their relationship in Hunan and Hu-bei Provinces from 2000 to 2019.Methods Policy documents and research literature related to human resource allocation and effect of chronic disease prevention and treatment in Hunan and Hubei Provinces were systematically collected.The suitability of human resource allocation and the suitability of effect indicators for chronic disease prevention and treatment were quantitatively evaluated.Rank sum test was used to analyze the difference of eachin-dex between the two prevention and treatment in Hunan and Hubei provinces,and Spearman rank correlation coef-ficient analysis and linear regression analysis were used to study the relationship between them.Results The suit-ability of human resource allocation for chronic diseases increased from 0.00%in 2006 to 53.58%in 2019 in Hu-nan Province,and from 0.00%in 2005 to 57.02%in 2019 in Hubei Province.The size(Z=-2.743,P<0.01),competence(Z=-2.204,P<0.05),incentive(Z=-2.156,P<0.05)and comprehensive suitabili-ty degrees(Z=-2.780,P<0.01)of human resources for chronic diseases in Hubei Province were all higher than those in Hunan Province.The comprehensive suitability degree of human resource allocation and the suitabili-ty degrees of size,competence,incentive and income level were significantly positively correlated with the preven-tion and treatment effect of chronic diseases.The correlation coefficients of human resource indicators in Hunan Province were 0.700,0.725,0.725,0.865,0.865,respectively and those in Hubei Province were 0.855,0.525,0.690,0.904,0.807,respectively.Conclusions The suitability degrees of human resource allocation for chronic diseases in the two provinces areincreasing year by year.Hubei Province is better than Hunan Prov-ince,but there is still a gap in comparison with the first-class standards.The suitability of human resource alloca-tion has
