摘　　要：近年来,国内一些大中型建设项目采用“股权投资+施工总承包”模式,文章阐述其基本概念和与PPP模式的异同点,厘清关于垫资施工、招标公正性、不合理限制条件等几项争议;并以滇中引水工程为例,介绍其“股权投资+施工总承包”项目实施情况,总结具体实践经验,针对性提出投资控制、资金管控、激发承包人积极性等建议。In recent years,some large and medium-sized construction projects in China adopt the‘equity investment+construction general contracting’model.This paper expounds its basic concepts and the similarities and differences with the PPP model,and clarifies several disputes about advance-fund construction,bidding fairness and unreasonable restrictions.Taking the water diversion project in central Yunnan as an example,this paper introduces the implementation of its‘equity investment+construction general contracting’project,summarizes the specific practical experience,and puts forward suggestions on investment control,capital control and stimulating the enthusiasm of contractors.
